I have read this is the right thing to do. For the past 24 hours I have soaked some seeds most of which are floating on the surface. Would they be ones unable to germinate? Thanks for any advice.

Thanks for your comments. I have done further research and it seems clear that seeds cannot germinate if they are unable to absorb water, and soaking them in water it’s easy to see.

What you can do to insure they are well soaked through is to place them on 3 layers of wet toilet paper squares on a saucer or in a tupperware container for 24 hours either prior to planting them out or to continue germination in the hot water cupboard (in the case of the tupperware container). This way they can’t float! It’s difficult to know which seeds will or won’t germinate, you’ll just have to try to find out! This science is often trial and error!
